Charles "Scooter" Barr is running for Jacksonville City Council, District 8, to be the voice for ALL citizens, and to work for improvements that will benefit ALL District 8 businesses and residents.
Charles is a native Jacksonville resident. He was born at the old St. Luke’s Hospital in 1964 and grew up on the Northside. Charles had a modest childhood, but felt fortunate to be raised by loving parents in Jacksonville’s Oceanway area. Charles continues to reside in his childhood home and grew up believing that all people should have a voice in the decisions of government.
While growing up, Charles has seen many changes, but has always believed, “We can do better!” After graduating from high school in 1982, Charles knew that college was not for him, so he dove head first into the electrical trade. He began his electrical career working for DeBerry Electric. He attended trade school and became a member the International Brotherhood of Electrical Workers (Local 177). While a member of the Local 177, Charles worked various electrical jobs including supervisory positions.
Charles has always strived to improve himself. He obtained several electrical licenses throughout Florida and eventually a Masters License in Nassau County. In 1995, Charles went to work for Anheuser-Busch as an electrician, where he currently works. He has continued his career by being involved in the process programming role. He works directly with Management and Engineering. With his input, there have been advancements in the development and improvement of the brewing process. Charles feels fortunate to be able to continue to strive for improvement in himself, Anheuser-Busch and his community.
Charles believes in giving back and has always been involved in his local community. He is a member of the Teamsters Local 947 and sits on the Executive Board.
His passion is his involvement in the Oceanview Masonic Lodge. Charles has been involved as a member and as a leader and has served in all elected offices including Treasurer for two years and Secretary for the last eight years. As a member of the Order of the Eastern Star, Charles has served as an elected official including Secretary for five years. Charles, being a member of the Grand Lodge of Florida rose to the position of District 11 District Deputy Grand Master. He is also a member of the Northeast Florida Masonic Association where he served as Treasurer for 10 years. Charles has been a member of the Committee to Work since 2011.

In running, Charles main priorities are roads and managed infrastructure, cutting wasteful spending, and making District 8 more appealing to the residents and new businesses. Charles is opposed to new taxes and believes in open government.
Charles believes that…“Every Citizen deserves a better Jacksonville”.
In 2002, Charles married the love of his life, Tanya. Together they have four children Brandon, Brittany, Steven and Taylor and five grandchildren.
